The social welfare system has been abolished. People who cannot work are sent to live in government-controlled 'Experimental Districts'. These districts, located within the quarantine region, are places where extraordinary circumstances and systems have arisen; within which people search for however they can be of use. Along with districts like 'self-sufficient economic districts' and 'cyber community sectors', districts with the goal of extreme inhuman experimentation, such as 'cureless epidemic districts' and 'war zones', also exist.
After the sudden death of his parents in an accident, high school sophomore Akito Kuze is sent to Experimental District 13. There, with only the bare minimum of public services and living expenses provided, police and other public agencies are non-existent. Living up to its name, it is called the 'Lawless Zone'. As proof of that, people keep dying from the day Kuze first enters. As if human life has no value here...
